A carrier never has to take more than two Service Dogs for one traveler. Bring two and both still have to fit inside the floor space at your own seat. Most handlers fly with one, and the cabin works best that way.

The dog rides in a harness, on a leash or on a tether and settles on the floor in front of your seat. If the dog is too big to stay in that footprint, a carrier may offer the next seat over or a later flight with more room.

A paper letter never overrides how the dog acts. If the dog lunges, snaps, will not stop barking or soils the cabin, the rule lets a carrier treat it as a pet or deny boarding. Calm behavior is the part of airline policy you carry on the leash.

Since the rule took its current shape, the paperwork shrank to two documents and a national registry stopped being part of the picture. The carrier either gives you its own copy or accepts the DOT version word for word. You read it, you sign it, you attest to what it says. This is the main document. You attest that the dog is a trained Service Dog, that it is healthy and vaccinated and that it will behave around other people. A carrier may require it on any flight where the dog rides in the cabin with you.

On a long haul a carrier may add this second page. You state that the dog can hold its needs through the flight, or relieve itself in a clean and contained way. Nothing under eight hours triggers it, so most domestic trips never need it.

Upload the signed forms through the carrier as soon as the ticket is paid. The policy lets an airline ask for them up to 48 hours out, so early always beats the morning rush. Book inside that window and you can hand them over at the counter instead.

Where a Support Animal Stands in Airline PolicyDónde queda un animal de apoyo en la política de aerolínea
For years the older policy let a comfort animal ride in the cabin much like a Service Dog. The Department of Transportation closed that door when the current rule took effect in early 2021. It pulled the definition back to dogs trained to do work or a task, and a Support Animal earns its keep through presence rather than a trained task. So under today's air-travel policy it is no longer treated as a service animal.
The plain version is this. A US airline may now welcome a Support Animal only as a pet, which means the pet policy takes over, not the rules above. Plan for a carrier fee, a soft bag that slides under the seat, a weight limit and a cap on how many animals the cabin will hold that day. Booking a beloved animal as a pet on purpose is a fair and common choice. Just measure your bag, read the pet page and price it as a pet, not as a Service Dog.

No. One federal rule, 14 CFR Part 382, governs every US airline and every foreign carrier on flights to and from the United States. A carrier may publish its own page, but it has to stay inside that rule. State law does not set cabin access.
