Here is the heart of it in plain words. The Department of Transportation defines a service animal as a dog of any breed that is individually trained to do work or perform tasks for a person with a disability. When your dog fits that definition, a US airline must let it travel with you in the cabin and it cannot bill you a fee for the dog. Your dog stays at your feet or in your lap inside your own foot space. It does not get a seat of its own and it does not block the aisle.
There is one piece of paper at the center of all this. It is the DOT Service Animal Air Transportation Form, where you attest in writing that the dog is trained, healthy and will behave on board. On a flight that runs eight hours or longer, the carrier may add a short form about the dog not needing to relieve itself or doing so cleanly. Both forms are free. No registry, no certificate and no purchased ID card is required by the rule to board.

A carrier is allowed to ask for your completed DOT forms up to 48 hours before departure. Book closer to your flight than that and you can usually hand the forms over at the counter or the gate instead. Either way, the handlers who travel without drama are the ones who send the paperwork the moment they book. Late paper is the single most common reason a calm trip turns into a tense one.

People dread this part and then finish it in a few minutes. The DOT Service Animal Air Transportation Form asks for your name, your dog's name and a short attestation. You confirm the dog is trained to do work or tasks for a disability, that it is in good health and that it will be under your control and behave on board. You sign it. That is the whole document for most trips.
A few honest notes save you grief. The form is the carrier's own copy of the federal template, so download it from the airline you booked, not a random site. There is no medical question on it, so no one is asking about your diagnosis here. And if your flight is eight hours or longer, expect the second short form about your dog handling a long stretch without an accident. Fill both early and keep a signed copy on your phone and on paper.

The same rule that opens the cabin door also sets a bar your dog has to clear. A Service Dog must stay under your control and carry itself the way a trained working dog does. In real terms that means it settles quietly, does not growl or lunge, does not jump on the people nearby, does not bark on and on and does not relieve itself in the cabin. A dog that fails that bar can be downgraded to a pet or refused boarding, even if it is a genuine Service Dog. The behavior, not a label, is what protects your access.
Crew are allowed to ask you two things to confirm a Service Dog. Whether the dog is needed because of a disability and what task it has been trained to perform. They are not allowed to ask about your diagnosis and they cannot order the dog to demonstrate on command. Your dog rides inside your own foot space. If your dog is large, like many task-trained dogs are, call the carrier's accessibility desk ahead about a bulkhead seat or buying a second seat so everyone has room.

We would rather tell you the truth now than let a counter agent tell you at the worst moment. Since the 2020 Department of Transportation rule took effect in early 2021, US airlines are not required to treat a Support Animal as a service animal in the cabin. A Support Animal helps simply by being near you. A Service Dog is trained to perform specific tasks. The federal air rule now protects the trained dog, and only the trained dog, for free cabin access.
What this means at the airport is plain. A carrier may take your Support Animal only as a pet. That can mean a fee, a soft under-seat carrier, a size limit and a cap on how many pets the cabin holds that day. Plenty of people choose to fly their animal as a pet on purpose, and that is a fine and honest choice. Just plan around the carrier's pet policy, not the Air Carrier Access Act, because the two are different rooms with different keys.

Yes. Under the DOT rule a US carrier cannot charge a fee to bring a trained Service Dog into the cabin. The dog rides inside your own foot space, not in a paid seat.

The form itself is the DOT federal template, but each carrier hosts its own copy and its own upload page. Always download it from the airline you booked rather than a third party, so you submit the version that carrier accepts.

A carrier can require the DOT forms up to 48 hours before departure. Book inside that window and you can usually present them at the airport. Sending them the day you book is always the calmer move.

Not under the rule that stands today. Since 2021 US carriers are not required to treat a Support Animal as a service animal. It may travel as a pet, which can mean a fee, a carrier and size and count limits. Check the airline pet policy.

Staff may confirm the dog is a Service Dog and ask what task it is trained to do. They cannot ask about your diagnosis or order the dog to perform on the spot. The behavior standard, staying calm and under control, still applies the whole flight.
