The territory does have a civil rights framework, and the Virgin Islands Civil Rights Commission addresses housing discrimination, but it does not lay out the assistance-animal accommodation process the way the federal rules do. So in practice your strongest and clearest protection comes from the federal Fair Housing Act, which covers the islands in full.

Under that law a housing provider must allow your Support Animal as a reasonable accommodation, even where a building has a no-pet rule. If your disability is not obvious, the provider may ask for reliable information from someone who knows your situation. That is the catch. A five-minute online certificate from an off-island registry has no clinical relationship with you and does not meet the standard. A letter from a Licensed Clinical Doctor who reviews your real case does. The screening on this page builds that relationship first.

If you are relocating with your dog, the V.I. Department of Agriculture requires a health certificate from an accredited veterinarian within ten days of arrival, with the rabies vaccination shown. A dog without proof can be held in quarantine at your cost. This applies to any dog, including a Service Dog, so handle it before you book the flight.

Why does any of this matter? HUD reports that denial of a reasonable accommodation is the most common type of fair housing complaint, and assistance animals drive a large share of those. The ADA covers the territory, so a business may ask only whether the dog is needed for a disability and what task it is trained to do. It cannot demand papers or a diagnosis. If you are wrongly refused, call the ADA Information Line at 800-514-0301 or file a complaint with the U.S. Department of Justice.
